We found no public record of power for 129 of 252 active US data center announcements

Developers have announced 218.1 GW at 252 US campuses that are not withdrawn or paused; we found no utility filing, issued permit or SEC disclosure of power for 129 of them, which carry 115.1 GW. 122 of the 129 first appear in public records in 2025 or 2026.

Records found in public sources as of October 9, 2026. A record our search missed can exist, and this is not a finding on whether any project gets built.

We found no public record of power or an issued permit for 129 of the 252 active US data center announcements.

This report counts a campus as backed when a utility, regulator, permitting office, government agency or facility inventory has a record that shows power or an issued permit (a service agreement, a large-load request, an air permit for generators, an issued building permit), when the developer discloses contracted power in an SEC filing, or when the operator lists the facility as operating. A rezoning or land-use approval alone does not count; neither do press reports or an operator’s statements about future capacity. Withdrawn, blocked, cancelled and paused projects are left out. “No record found” means our search of public sources as of 2026-10-09 found none; utilities do not publish every large-load agreement. Every campus on the map links to the records found for it.

Others have measured the same gap from the grid side. Wood Mackenzie counted about 1,066 GW of data center load requests to US grid operators (August 2026). SemiAnalysis found that the US capacity flagged as delayed sits almost entirely in announced, pre-construction projects (June 2026). Those counts are anonymous load requests or capacity totals. This report tests each named campus’s own announced figure against the public record and lists the result for every campus.

Three findings

What the records behind 252 active announcements show, beyond the headline.

84 of the 123 backed announcements rest on a permit, construction or operating record; 31 have contracted utility power on a utility, regulator or SEC record.

By record type (a campus can have several): permit, construction or operation on record, 84; utility power contracted, 31; utility power requested, 17; critical IT in a filing, 21; permitted generators, 17; on-site generation, 6. 49 of the 252 announcements are for campuses already operating. 5 of the 129 without a record match an unnamed utility load request by place and size only; those matches are not counted. A further 44 announcements were withdrawn, blocked, cancelled or paused and are left out.

122 of the 129 (95%) first appear in public records in 2025 or 2026.

97 first appear in 2026 and 25 in 2025, by the year of the campus’s first dated public record of any kind. A recent announcement may not have a utility filing or permit yet, so this finding mostly describes announcements made in the past two years. The data cannot show whether older announcements are backed more often: the news sources date few announcements before late 2025, and a backed campus is often dated by its own permit.

44 of the 129 have a land-use filing or approval and no record of power found.

A rezoning, special use or development approval shows a project has a site; it does not show it has power. 25 of the 129 hold a land-use approval and 19 have one on file. 63 are known only from the press. The other 22 have a stage set by an operator or press record, or no stage set.

Moratoriums

523 local moratoriums are recorded as in force. 12 campuses may need an approval inside one.

Local data center moratoriums in force, and the campuses inside them
Moratorium in force Operating; not affectedStage not establishedApproved before enactmentMay need an approval while it lasts

SemiAnalysis mapped 300+ local moratoriums, found about 20 GW of capacity inside a restricted boundary and about 1,525 MW actually delayed locally, or 2.3 GW including New York’s executive order; it measures MW, and this report counts campuses. Our count of instruments, the campuses inside them and what each moratorium means for them: section 07.

For underwriting

What it means for underwriting: what to check before pricing land, lending or building.

Acquisitions and land

Before pricing land on proximity to a planned campus, check for a utility filing or an issued permit; a rezoning shows a site, not power. Each campus on the map links to the records found for it.

Lenders

Ask for a utility service agreement, an issued air or building permit, or a contracted-power disclosure in an SEC filing. Treat a press figure, an investor deck or a megawatt total on a developer website as unverified. The map marks which kind of record backs each campus.

Developers and powered land

For an entitled site, the record to produce is a utility agreement or an issued permit: 44 of the 129 announcements with no record of power found already hold a land-use filing or approval. Check the moratorium map (section 07) before buying inside a county or town that has one.

01 · The pipeline by stage

How far along is each campus?

1,686 campuses are operating (44%) and 797 are at an earlier stage. Each campus sits at the highest stage any of its public records proves, from a codename or land option up to an operating facility. 113 are under construction or partly energized and 219 hold a permit. 734 campuses appear in an inventory or news report but have no record that sets a stage; they are counted in totals and shown on the map, but not in the pipeline. A further 501 projects are known only from a press announcement, with no filing found (Exhibit 1c); they are also kept out of the pipeline.

Exhibit 1 Campuses by stage Takeaway797 campuses are in the pipeline; 113 of them are under construction or partly energized. Highest stage proved by a public record. Stage numbers match the map.

02 · Power

How much power do the records show?

Power figures are reported in 7 different ways, and each is shown on its own. A utility contract, a utility request, a critical IT load, a generator permit and a developer’s announcement measure different things, often for the same campus, so they are never added together. 201 campuses have a stated critical IT load, 118 a contracted utility figure and 107 a utility request. Announced figures are the developer’s claim.

03 · Estimated critical IT load

How much IT load could the buildings hold? An estimate

Estimate: 10,586.6 MW of critical IT load across 912 campuses that do not state one (estimated range 4,774.3 MW to 19,383.8 MW). This is a Moraine estimate, not a reported figure, and it is never added to the stated power figures in the section above.

The estimate multiplies each campus’s building footprint (Overture Maps building footprints at the campus’s record locations, in square feet) by the watts per square foot observed at operating campuses that state both a critical IT load and a footprint. The low, middle and high estimates use the 25th percentile, median and 75th percentile of that density.

The estimates for colocation campuses use the colocation density (85 campuses). Hyperscale and all other campuses use the national density (92 campuses), because too few hyperscale campuses publish both an IT load and a footprint. A footprint counts one floor: multistory buildings and unbuilt phases push the estimate low, and buildings with large non-IT space push it high.

07 · Local moratoriums

523 local moratoriums are recorded as in force; 174 have no date on record

734 local moratorium instruments on data centers, each verified against its source: 470 enacted, 53 extended, 156 proposed, 32 rejected, 13 expired, 5 lifted, 5 replaced. 523 are recorded as in force (enacted or extended). That is an upper bound: 174 carry no enactment or expiry date, so a short pause that has lapsed can still be counted, and 3 carry an expiry date before 2026-10-09. The most in force are in Michigan (46), Ohio (41), Georgia (33), North Carolina (32), Wisconsin (26).

272 campuses in the dataset sit inside the boundary of a moratorium in force. 187 are operating, which a moratorium does not reach. 14 hold an approval dated before the moratorium was enacted. 12 may need an approval while it is in force (Exhibit 7b). 59 have no public record that sets a stage.

Statewide actions are listed apart from the 734 local instruments and are not counted among them. The list is a selection, not a complete record of statewide actions.

How the moratorium test works. Instruments were compiled from local government records and news. Each was verified against its source article or ordinance: confirmed against the source news article, 645; corrected on review (status, date or jurisdiction), 64; confirmed by a separate web check of the jurisdiction’s record, 21; confirmed against the ordinance or official record, 4. Reports with only a headline were not published. Boundaries are Census 2023 counties, places and county subdivisions. A county instrument is applied only to unincorporated land unless it says otherwise. Campuses placed only at a town center are left out of the test.

How we built the dataset

Full method notes: methodology (Markdown).

Sources by family

  • Inventory: OpenStreetMap, PNNL’s Data Center Atlas, EPA’s Facility Registry Service.
  • Operator: operator websites and SEC filings.
  • Power: state utility commission dockets, FERC, NYISO and EIA-860M.
  • Environmental: EPA ECHO and ICIS-Air, state air permits, stormwater and water permits.
  • Entitlement: county plan cases, Legistar council and board matters, Georgia DRI reviews, CEQA and SEPA filings, FAA obstruction filings.
  • Incentive: state tax-exemption rosters.
  • Imagery: Overture Maps building footprints and satellite imagery review.
  • Press: news reports.

From records to campuses

About 30,000 public records were collected by automated feeds with no API keys and no paid data. Records are joined into campuses by position, operator and project codename, so a permit, a utility filing and a press report for the same site count once. 976 campuses (26%) are confirmed by two or more independent source types. Recall was measured against independent public lists of data centers.

The stage ladder

Each record proves one stage: 0 codename only, 1 site control, 2 utility power requested, 3 entitlement filed, 4 approved or incentive granted, 5 permitted, 6 under construction, 7 partly energized, 8 operating. A campus takes the highest stage among its records. Construction stormwater coverage proves a permit only when it names a data center building, and an air permit still at the application step proves a filing, not a permit. Withdrawn, blocked, cancelled, paused and moratorium are recorded as status, not stage. Stage is what a record proves, not a schedule.

Publication tiers and audits

Three audits set what is published. The first sampled 100 campuses across 9 evidence classes and checked each against Esri satellite imagery and its source records: 33 confirmed, 39 plausible (real record, imagery inconclusive), 14 not a data center, 13 unverifiable, 1 wrong place. The high-error classes (rezoning-only, FAA-only, Overture-only and air/ECHO-only) were held back and reviewed record by record. In the second, 2,464 held campuses were reviewed from their record text, and a 40-campus imagery check tested the promotions. Only high-confidence promotions are published. In the third, 751 campuses still held were checked against imagery (Exhibit 10): campuses with a data center visible were published, and plausible ones only when the record is a regulator’s data-center filing. 988 campuses are placed at a town center and drawn as hollow markers.

Manual check of the finding

On 55 campuses we searched utility, regulator, permit and SEC records by hand. Of 40 marked as having no record of power, 8 had one that the automated search missed, and 5 were ambiguous. Of 15 marked as backed, 4 rested on a record that does not show power or an issued permit, and 3 were ambiguous. 11 of those 12 errors are corrected in this edition. 4 of the 8 missed records sat on a second row for the same campus; such rows are now merged after review. A second check after the corrections, on 40 campuses not checked before, found 2 missed records among 25 marked as having none and 0 unsupported backings among 15 marked as backed (7 ambiguous).

What is excluded

187 network and carrier facilities (carrier hotels, network points of presence) are a separate map layer and are not counted as data center campuses. 107 data center filings with no site location are counted by county (46 county entries in 19 states) but not mapped. Stated MW figures are never adjusted, and MW types are never added together; the estimated critical IT load is labeled and kept apart.

Property records

County assessor parcels coded for data center use add sites and confirm existing ones in Loudoun County, VA, Prince William County, VA, Maricopa County, AZ, Franklin County, OH, Utah County, UT, Douglas County, NE, Grant County, WA. Only entity owners are published.

Buildings

2,236 buildings stand at the record locations of 1,180 campuses, counted from Overture Maps building footprints. A campus with several records can have buildings at more than one location. Footprint square feet are the ground area of those buildings.

The announced stage

Announced: A developer or official announced the project in the press; no public filing has been found yet. 501 projects are at this stage; they are kept out of the pipeline count.

Known gaps

Some states offer no anonymous search of air permits, and many local governments publish no searchable agendas, so early-stage projects there are undercounted. Large-load requests to PJM utilities are not published by customer; PJM planning slides show unnamed loads, which this report matches by place only and does not count as backing. Planned projects reported only in the news carry the announced stage until a filing appears. No street addresses or personal names are published. Not investment advice.

FAQ

Questions about US data centers

How many announced US data centers have a public record of power?

We found a public record of power or an issued permit for 123 of 252 active US data center announcements (49%). For the other 129 (51%), carrying 115.1 GW of 218.1 GW announced, we found no utility filing, issued permit or SEC disclosure of power in public sources as of 2026-10-09, including 38 of the 63 announcements of 1 GW or more. 122 of those 129 first appear in public records in 2025 or 2026. Press reports, developer websites and land-use approvals alone do not count as a record of power. 44 withdrawn, blocked, cancelled or paused announcements are left out. This counts records found; it is not a finding on whether a project gets built.

How many data centers are there in the US?

This dataset counts 3,790 US data center campuses from public records as of 2026-10-09: 1,686 operating, 797 in the pipeline (from site control to under construction), 734 with no stage set by a public record, 501 known only from a press announcement (140 of them later reported withdrawn, blocked, cancelled or paused), and 72 withdrawn, blocked or paused with a filing on record. A campus can hold several buildings. 187 network and carrier facilities are counted separately.

Which state has the most data centers in the pipeline?

Virginia, with 249 of 797 pipeline campuses (31%), followed by Texas (134) and New York (57).

How much power are US data centers requesting?

Reported power is kept by type and never added across types. 118 campuses have a contracted utility figure, 107 a utility power request and 201 have a stated critical IT load. 95 of the requests and 66 of the contracted figures rest on a utility, regulator or SEC record; the rest come from press reports or operator statements. The largest request on such a record is 1,935 MW (St. Lawrence Infrastructure 1, New York); the largest contracted figure is 3,210 MW (Project Camellia).

Where does this data come from?

Public records only: facility inventories, operator websites and SEC filings, utility commission dockets and grid-operator queues, federal and state air, water and stormwater permits, FAA obstruction filings, county and city planning cases, state incentive rosters, building footprints and news reports. No paid data or API keys are used.

How many local data center moratoriums are there?

This dataset has 734 local moratorium instruments on data centers, each verified against its source: 470 enacted, 53 extended, 156 proposed, 32 rejected, 13 expired, 5 lifted, 5 replaced. 523 are recorded as enacted or extended, an upper bound on those in force: 174 of them carry no enactment or expiry date. 272 campuses in the dataset sit inside one; 187 of them are operating and not affected. Statewide actions include New York’s, Texas’s and Oregon’s on data center permits, grid interconnection or state land; that list is not complete.

How is the estimated critical IT load calculated?

For 912 campuses that do not state an IT load, the estimate multiplies the building footprint at the campus's record locations by the watts per square foot observed at 92 operating campuses that state both IT load and footprint (25th percentile 19.6, median 45.5, 75th percentile 83.3 W/SF). Estimates are labeled as such and never added to stated figures.
